That is a good point--a student evaluation is not just a measure of student learning, but also a measure of how well the teacher taught the information. When I went to undergraduate school in the 70s, I was taught to use a diagnostic-prescriptive approach where students were pre-tested to see what they knew, and then post-tested after the information was taught. It was also commonplace for the evaluation to be devised with only information taught to be included on the evaluation. I find that nowadays, many evaluations include an application of the knowledge and this application part is difficult for many students.
