Abstract
Internet is a network with multiple usage. One of its uses is broadcasting which is called webcasting. Broadcasting has been defined by the Rome Convention but not webcasting. This concept matures after the convention. The concept of the article is: “Is it the right time to legally recognise this term?” For this purpose, it is necessary to understand the phenomenon and its developments.
