India: Planning Cycle

Country of Focus: India

Transformative investment: Planning cycle: Invest in a coherent planning cycle, with strategic, comprehensive, multi-year and operational annual plans outlining and coordinating strategies and activities monitored quarterly

Strategies:

  1. Develop and update costed cMYPs
  2. Develop and budget for an operational annual EPI plan of action
  3. Monitor the implementation and expenditure of all plans
  4. Create and maintain a national immunization planning cycle by linking national health plans, cMYPs, annual plans of action and the quarterly monitoring of plans
  5. Track the service delivery expenditure and shortfalls at all levels
  6. Develop national partnerships for immunization
  7. Build and strengthen national immunization programme management teams
  8. Support collaboration and learning between national programme management teams through EPI managers meetings and exchanges of practices and experiences
  9. Use and interpret performance, financial, and management data to drive programmes
  10. Conduct national immunization programme reviews regularly in preparation of strategic programme planning

Prioritized strategies:

  1. Develop and update costed cMYPs
  2. Develop and budget for an operational annual EPI plan of action
  3. Monitor the implementation and expenditure of all plans
  4. Build and strengthen national immunization programme management teams
  5. Use and interpret performance, financial, and management data to drive programmes

Currently, India needs focus on translating the cMYP into actionable state and district level plans with defined KPIs and an inbuilt monitoring system for the plans. Considering the scale and variety of the immunization program in India, it is necessary that all states develop EPI action plans with budgets which are aligned to deliver the national EPI goals within defined timelines.
