Malaysia, Kelantan Flood Relief 2014
Malaysia, Kelantan 2014 , is hit and suffer from the worse flood disaster. water in all the rivers raise to the danger level with some location water level covers the rooftop of houses. Huge property lost and economy is impacted. With the Metrological Department still forecasting severe heavy thunderstorm my units is deploy for Flood evacuation in the state targeting at low laying area which is the most severely hit area.
The whole operation is manage lead by MRC NDRT team. Commanding the operation is from local district office and Jabatan Bomba Dan Penyelamat (JBPM)[fire rescue service] and Royal Malaysian Police. MRC first responder team is under the preview from Ministry Of Health and JBPM.
Total population displaced is estimated at 30,000 people.
Internal communications – there is a lot of miscommunication during the deployment. Communication protocol is lose and there is 3rd party interfering with the communication frequency. there is also lack of communication between teams caused a lot of supply and resources is send to one single area.
External communication – lack of communications between the leading organisation and too many person in charge. This makes decision making extremely hard.. Also the initial report from the recee team is not properly communicated to MRC which directly proves a security and safety risk. Information dissemination is not carried out in a proper manners.
My recommendation for further improve future deployments are
INTERNAL COMMUNICATION – development of a more efficient radio communication plan (eg. Migrating from the current analog system to digital system) which will reduce interference from 3rd party. Also the development of a much more efficient way to issue instruction and orders to operating teams to reduce wasting resource and manpower.
EXTERNAL COMMUNICATIONS – NS should always hold talks and meeting with all relevant stakeholder. This include 3rd party organisation involve in such operations. NS should also have the initiative to holds frequent exercise to better prepare for such disaster.
Local RC branch should have more involvement and responsibility as first responder in such disaster. This will reduce response time and also reduce loss of lives. First aid and basic disaster management skills should be introduce to local RC branch and chapters.
For longer term, RC has develop a "village adoption" project for the most severely impacted villages. This include the rebuilding of the community and basic utilities. CBHFA is also been introduce to these village. For sanitation EWASH programme is deploy to provide water sanitation. RC NHQ also provide PSS to all effected victims.
