A citizen of both Russia and the United States, I was born in Ukraine (Crimea), grew up in Russia (Siberia, Sakhalin, Moscow), and since October 2002 have been living and working in Tokyo, Japan. Since obtaining my doctorate in Political Science from Hosei University in March 2006, I have held teaching positions at Hosei University (at the Graduate School of Politics and the Faculty of Law); Temple University, Japan (TUJ) (at the Political Science and the Asian Studies departments); and the IES Abroad (the Institute for International Education of Students) at Meikai University in Chiba. In 2008 I joined the Institute of Energy Economics Japan (IEEJ) and, in 2009, the IEEJ-affiliated Asia-Pacific Energy Research Center as a researcher focusing on Russia-Japan energy cooperation and the Russian energy policy. In April 2011 I joined the faculty of the School of Global Japanese Studies at Meiji University. In the course of my research and academic career, I have delivered and published a number of conference papers, academic articles, and book chapters on such topics as Russia-Japan relations, Russian-Japanese energy politics, the US-Japan-Russia trilateral energy cooperation, Russian-Ukrainian energy relations, Russian foreign policy in Asia, and others.Â

I received a B.A. In Political Science, Summa Cum Laude, in 1999 from Florida Atlantic University (Boca Raton, Florida); obtained a M.A. in International Relations and Economics, with a concentration in Japan Studies, in 2002 from The Johns Hopkins University, School of Advanced International Studies (SAIS), in Washington, DC; and earned a Ph.D. in Political Science in March 2006 from Hosei University in Tokyo, Japan. My dissertation was entitled “Energy Politics in Japanese-Soviet/Russian Relations: From Cooperation Initiatives in the 1970s to Cautious Engagement in the 1990s”.
