Abstract
The convergence of ageing, climate change effects, and deficiencies in social policy constitutes a significant challenge in the current polycrisis, with elderly individuals being disproportionately impacted by disasters and insufficient support mechanisms. Climate change intensifies vulnerabilities among older populations, especially in disaster-prone areas of Asia and Africa, where extreme weather events move communities and disrupt conventional care systems. Evidence from HelpAge International indicates that older individuals in countries like Bangladesh, Kenya, and the Philippines are frequently neglected in climate adaptation and disaster preparedness strategies, resulting in increased vulnerability. Despite the evident necessity for specialised interventions, several social policies neglect to address the specific requirements of older people. As climate change escalates, these policy deficiencies jeopardise the rights and dignity of older individuals, exacerbating their susceptibility to poverty, marginalisation, and health decline. This necessitates a reevaluation of social protection systems to guarantee inclusion and intergenerational solidarity. An intergenerational strategy is crucial for addressing the climate catastrophe. Engaging older individuals in climate adaptation measures, in conjunction with youngsters, can facilitate information exchange and strengthen community resilience. Integrating older individuals into social policy, grounded in rights and dignity, is essential for ensuring their survival and prosperity amid escalating environmental and social difficulties. This study emphasises the necessity of incorporating older individuals into climate action frameworks and promoting inclusive social policies that safeguard and empower all generations, focussing on data from HelpAge International’s practices.
